The City of Morganton has operated using the council-manager form of government since 1913. Morganton's City Council consists of five members, the Mayor and four Council members. Under this form of government, the City Council, which is elected by city residents, the City Council is responsible for adopting ordinances and setting policies that affect the City. To implement its policies and enforce its ordinances, the City Council hires a City Manager, who serves at the pleasure of the Council. The City Manager prepares the City budget, directs day-to-day City operations, and serves as the Council's chief policy adviser. Each member of the Council serves a four-year term
City Hall is located in the Morganton Trading Company complex in downtown Morganton. The main entrance is under the Morganton Trading Company water tower.
City Council meetings and the meetings of the City's various boards and commissions are open to the public. Meeting announcements, agendas, and minutes will be posted on the City website and in Morganton City Hall; meeting agendas and minutes are also available for review in the City Clerk's office on the second floor of City Hall.
Hearing impaired residents who plan to attend a meeting should contact the meeting staff person in advance to request an interpreter be present. An interpreter is usually present at City Council meetings.
