Citizen of the Year

This year, the City of Morganton Human Relations Commission selected Mrs. Suzanne Belada as Morganton's Citizen of the Year. Mrs. Belada has taught for 33 years in BCPS at North Liberty & Liberty Middle School. She has been a Boy Scout Leader, a Girl Scout leader, served on a committee for Special Olympics, and she volunteers with many agencies including Burke United Christian Ministries, Shepherd’s Kitchen, Open Hearts Bakery, and SCC Women’s Ministry. The Citizen of the Year award is giving for outstanding volunteer service to the community, school, or neighborhood. This may include volunteer service for a school, church, nursing home, hospital, civic group, or non-profit organization (such as a United Way Agency). A person may also be nominated for service to an individual, such as tutoring, assisting an elderly neighbor, etc. City Council recognized Mrs. Belada during the Council meeting.

Public Power Week Resolution 

City Council approved a resolution setting Oct. 1-7, 2017, as Public Power Week in Morganton. The City of Morganton has has electric service since 1892. Today, the City of Morganton is one of more than 70 Public Power communities in North Carolina. Public power is municipally-owned and operated electric service. These communities are collectively known as NC Public Power and they serve more than 500,000 residential, commercial and industrial customers. Public Power Week Resolution
October 1-7, 2017

WHEREAS, public power is a crucial component in the City of Morganton contributing to the overall health of communities by providing reliable electricity, excellent local service and prompt restoration;

WHEREAS, Morganton is one of North Carolina’s more than 70 public power communities and among more than 2,000 across the country;

WHEREAS, many of North Carolina’s public power cities and towns, including Morganton, have been electric providers for more than 100 years;

WHEREAS, public power meets the electric needs of 40 million Americans, almost 15 percent of electricity consumers;

WHEREAS, North Carolina’s public power utilities are valuable community assets that contribute to the well-being of the community by providing economic development opportunities; and,

WHEREAS, North Carolina’s public power utilities are dependable institutions that provide excellent service and a commitment to community with Morganton’s reliability rating consistently exceeding 99%.

NOW, THEREFORE, BE IT RESOLVED, that the week of October 1-7, 2017, is
Public Power Week,
a week to promote and celebrate the City of Morganton as a public power community; and

BE IT FURTHER RESOLVED that the City of Morganton will join with all public power systems in the United States in this celebration of public power.

Fire Prevention Month Proclamation

Fire Prevention Month Proclamation

WHEREAS, the City of Morganton is committed to ensuring the safety and security of all those living in and visiting our City; and

WHEREAS, fire is a serious public safety concern both locally and nationally, and homes are the locations where people are at the greatest risk from fire; and

WHEREAS, nearly 3,000 people die each year as a result of home fires; and

WHEREAS, unattended cooking appliances are the leading cause of home structure fires and associated injuries, and the third leading cause of home fire deaths; and

WHEREAS, working smoke alarms cut the risk of dying in reported home fires in half; and

WHEREAS the National Fire Protection Association recommends at least one smoke alarm on every level of the home (including the basement), outside all sleeping areas, and in all bedrooms; and

WHEREAS, automatic fire sprinkler systems cut the risk of dying in a home fire by about 80%; and

WHEREAS, the City of Morganton Public Safety Department is dedicated to reducing the occurrence of home fires and home fire injuries through prevention and proper education; and

WHEREAS, the City of Morganton’s residents are responsive to public education measures and are able to take personal steps to increase their safety from fire, especially in their homes; and

WHEREAS, residents who have planned and practiced a home fire escape plan are more prepared and will, therefore, be more likely to survive a fire; and

WHEREAS, the 2017 Fire Prevention Week theme, “Every Second Counts Plan 2 Ways Out” effectively serves to remind us that all of the simple actions we can take to keep our homes and families safe from fire during Fire Prevention Week and year-round.

NOW THEREFORE, I, Ronnie Thompson, Mayor, do hereby proclaim October as

“Fire Prevention Month”

throughout the City, and I urge all people of Morganton to protect their homes and families by heeding the important messages of Fire Prevention Month 2017.

Cyber Security Awareness Month

Cyber Security Awareness Month

WHEREAS, we recognize the vital role that technology has in our daily lives and in the future of our Nation, whereby today many citizens, schools, libraries, businesses, municipalities, and other organizations use the Internet for a variety of tasks, including keeping in contact with family and friends, managing personal finances, performing research, enhancing education and conducting business; and

WHEREAS, critical infrastructure sectors are increasingly reliant on information systems to support financial services, energy, telecommunications, transportation, utilities, health care and emergency response systems; and

WHEREAS, the use of the Internet at schools in the City of Morganton enhances the education of youth by providing them access to online educational and research materials; and at institutions of higher education, the use of information technology is integral to teaching and learning, research and outreach and service; and

WHEREAS, Internet users and our information infrastructure face an increasing threat of malicious cyber-attack, significant financial and personal privacy losses due to identity theft and fraud; and

WHEREAS, the Stop.Think.Connect. Campaign is a national effort coordinated by a coalition of private companies, nonprofits and government organizations to raise awareness about cybersecurity among all digital citizens, helping them to stay safer and more secure online.

NOW, THEREFORE, I, Ronnie Thompson, Mayor of the City of Morganton, do hereby proclaim the month of October as Cyber Security Awareness Month and encourage citizens to learn about cyber security; and put that knowledge into practice in their homes, schools, workplaces, and businesses.

IX. North Carolina Municipal Power Agency Number 1 Update - Elections for ElectriCities Board of Directors will be in November. Two seats from NCMPA1 need to be filled. Dan Brown, retired Electric Services Director, has agreed to seek re-election to the majority vote seat. It is the City Manager’s recommendation that the City nominate Dan Brown to fill this seat.

I. The Meeting was called to order in the Council Chamber at City Hall at 6:00 p.m. by Mayor Thompson.

II. Public Comment – The Mayor stated the guidelines for public comment and said speakers were to be called in order of sign-up.

• Don Haugen resides at 411 La Foret Drive and is a downtown business owner. Haugen spoke regarding graffiti in the downtown area. He stated the week before the Historic Morganton Festival there were at least 10 places in the downtown area that had been tagged by graffiti. He stated this was unfortunate on the eve of the Festival when many guests were in town. He cautioned the Council to take the threat of graffiti seriously and he does not want prospective citizens to have a poor opinion of Morganton. He suggested a central point to call to report graffiti. He stated that early clean-up is essential for keeping town better looking as well as dissuading copy-cats.

• Ben Belton resides at 201 Riverside Drive and is a downtown business owner. Belton also spoke regarding graffiti. He stated that we have an opportunity to make our City safer and more secure. He stated that his business has security cameras inside and in the alley behind his business. He stated he felt the City should invest in security cameras. He stated that he feels the citizens of Morganton would appreciate having that security and feels it is important for the City to investigate.

• William Shane Fulp resides at 103 Hickory Hills Drive. Fulp, who retired from the City, expressed his gratitude to Kathy Anthony and Andy Smith, two employees in the City Human Resources Department. He stated that Smith called him at least once a week, if not more, during his rehabilitation. He stated that Anthony stood by him every step of the way even passing up her lunch hour to help him. He expressed his heartfelt gratitude.

No other speakers were signed up so the Mayor recessed the meeting at 6:10 p.m.

III. Business of the Council – The Mayor reconvened the meeting at 6:15 p.m.

IV. Pledge of Allegiance – Councilman Fleming led the recitation of the Pledge of Allegiance to the Flag.

V. Invocation – The invocation was given by the Rev. Dana McKim, First United Methodist Church.

VI. Introduction of Council – The Mayor introduced the Council and staff.

VII. Service Pins – The Personnel Committee and City staff have decided to recognize long-term employees for years of service at a Council meeting. The Mayor reported service pins are to be presented to the following employees:

Stevie Clark, Recreation, Maintenance Supervisor, 20 years. Councilman Simmons presented Stevie with his 20 year service pin.

Willette McIntosh, CoMPAS, Customer Service Specialist, 25 years. Willette was unable to attend the meeting. Her supervisor will present her pin at a later time.

VIII. Public Advocacy Issues and Strategies

a. The Mayor stated there would be a special presentation to bestow the 2017 Citizen of the Year award upon Suzanne Belada. Cecelia Surratt, Chairperson of the Morganton Human Relations Commission (HRC), stated that the HRC recognizes an adult citizen for outstanding volunteer service to the community, school, or neighborhood and recognizes special individuals who reach out and improve the community in which we live.

Dr. David Burleson, Director of Burke United Christian Ministries, stated that he has known Suzanne for over 30 years. She worked as a teacher at North Liberty. He stated she was named Teacher of the Year while teaching. He stated Belada has a heart of concern and compassion. He stated she has instilled many lessons to her children along the way.

Connie Davis, who made the nomination for Citizen of the Year, stated that Belada was a mentor for Davis’ son Derrick while he was a student at North Liberty. Davis stated that Belada has always shown loving kindness. Davis stated that while she was battling cancer, Suzanne cooked for Davis’ family daily. She stated that Belada has always given of herself.

The Mayor then presented Mrs. Belada with the award. Mrs. Belada stated that she is not a public speaker but thanked those who spoke saying she appreciated the kind words. She stated that when she retired she thought her life was through, however she has been led to a variety of different places and saw opportunities to serve. She stated she is grateful to be able to volunteer and serve in the community.

b. The Mayor read a proclamation declaring Public Power Week October 2-6. Brooks Kirby, Electric Services Director, accepted the proclamation.

Upon motion by Councilman Cantrell, seconded by Councilman Simmons, and carried unanimously, the Council approved a proclamation declaring Public Power Week.

Brooks Kirby stated that in the aftermath of Hurricane Irma, City crews traveled to Georgia and Florida to help restore power. A short slideshow of photos from the area was shown. Crews were thanked for their service to other communities.

c. The Mayor read a proclamation declaring October as Fire Prevention Month 2017. The proclamation was accepted by Captain John Campbell, MDPS. Captain Campbell thanked the Council for their continued support for fire services. He stated the main mission of Fire Prevention Month is to educate the public about fire safety.

d. The Mayor read a proclamation declaring October as Cyber Security Awareness Month. Greg Branch, Director of Information Resource Management Systems, accepted the proclamation. Branch stated that just about everyone is connected via computer. He cautioned everyone to remember if they are connected, the bad guys are too. He urged concerned citizens to look at the website staysafeonline.org to learn how to protect themselves against cyber security attacks.

e. The Mayor stated that on October 19th the North Carolina Hall of Fame would induct Morganton’s Etta Baker (deceased), legendary Piedmont blues guitarist and singer. The NC Hall of fame stated that inductions are held annually to commemorate the musical legacy of North Carolina's greatest music makers. This year there are seven inductees including Etta Baker who had also received the NC Folk Heritage Award, National Heritage Fellowship, National Endowment for the Arts, and the NC Award.

f. The Mayor announced the following events at CoMMA, Terri Clark, October 7; RAM:CORPS, October 14; Flip Fabrique, October 21; Big Bad Voodoo Daddy, November 2. He announced continuation of the Farmer’s Markets on Saturdays behind the Old Depot and Wednesdays on North Green Street. The Mayor then announced Fall Plow Day, October 7-8 at Catawba Meadows Park; Tour d’Art, October 19 in downtown. He issued a public invitation to the Community House Grand Re-opening, October 22. He announced the NC3C Conference, October 26 at the Community House; Downtown Ghost Tours, October 21-22 and October 27-28; Spooky Meadows Hayride, October 27-28, Catawba Meadows Park; Burke Arts Council’s Oyster & Shrimp Festival, October 28 on the Old Courthouse Square and finally the Halloween Spooktacular, October 31, 3:00 – 6:00 p.m. throughout the downtown area.

The Mayor announced early voting dates, times, and places.

IX. North Carolina Municipal Power Agency Number 1 Update – The City Manager stated that elections for ElectriCities Board of Directors will be in November. Two seats from NCMPA1 need to be filled. Dan Brown, retired Electric Services Director, has agreed to seek re-election to the majority vote seat. The City Manager stated it is her recommendation that the City nominate Dan Brown to fill this seat.

Upon motion by Councilman Cantrell, seconded by Councilman Fleming, and carried unanimously, the Council approved Dan Brown as a nominee for election to the ElectriCities Board of Directors in the NCMPA1 majority vote seat.

X. Consent Agenda – The City Manager presented the consent agenda and asked if any items should be removed. No request was made.

Upon motion by Councilman Cantrell, seconded by Councilman Simmons, and unanimously carried, the consent agenda was approved and each individual item adopted as stated, these being as follows:

A. Approved Minutes for a Regular Meeting held on September 11, 2017.

XII. New Business

1. Consideration of Acceptance of a Building Reuse Grant with Continental Automotive Systems, Inc.; a Contract with the Western Piedmont Council of Governments to Administer a Building Reuse Grant; and Associated Budget Amendments

The City Manager stated the City applied for and received a Building Reuse Grant. The building reuse grant for $1,000,000 will be used for the upfit and expansion of facilities at Continental. There is an approved local economic development agreement between Continental, the City of Morganton and Burke County. The attached project budget ordinance establishes the budget of $1,000,000.

The agreement with the Western Piedmont Council of Governments (WPCOG) is for administrative assistance with the North Carolina Department of Commerce Rural Economic Development Division Building Reuse Grant with Continental Automotive Systems, Inc. WPCOG has agreed to administer this grant for $25,000. Morganton and Burke County will share the administrative costs equally.

Upon motion by Councilman Fleming, seconded by Councilman Simmons, and carried unanimously, the Council accepted the building reuse grant and approve a project budget ordinance (Ord. #17-49) for $1,000,000.

Upon motion by Councilman Fleming, seconded by Councilman Simmons, and carried unanimously, the Council approved the contract WPCOG to administer the Continental Building Reuse Grant for $25,000 and a budget amendment (Ord. #17-46) to receive half the administration costs from Burke County.

2. Consideration of License Agreement with Carolina West Wireless, Inc. For Location of Telecommunications Antennas on Landmark Water Tank at City Hall

The City Attorney stated that several years ago, the City entered into a non-exclusive license agreement with Verizon for the location of that company’s telecom antennas and related equipment on the “landmark” old water tank at the entrance to City Hall, together with the associated rental of a small space within the Morganton Trading Company building for placing supportive equipment.

Now, Carolina West Wireless, Inc. has requested a very similar agreement for use of the water tank, to provide improved cell phone service in the downtown area. After negotiation with City staff, Carolina West has offered to “lease” space on the water tank for three antennas and related appurtenances, and to obtain a small space in the adjoining building, for a period of ten years, in consideration of an up-front payment of $10,000, and payment of $2,000 per month. The company would also have the right to a five-year renewal term, during which the license payment would increase by 5%. The company would be responsible for obtaining all necessary permits, and would have to arrange appropriate inspection to confirm the structural capacity of the water tank to handle its equipment. Again, the agreement would be non-exclusive, and Carolina West, like Verizon, would consent to other users as long as there is no interference. Also, the City may terminate the agreement if it ever determines the telecom uses are incompatible with the primary use of the water tank as a “landmark”.

Upon motion by Councilman Simmons, seconded by Councilman Cantrell, and carried unanimously, the Council approved a License Agreement with Carolina West Wireless, Inc., for an initial term of ten years, for location and operation of telecommunications antennas and related equipment on the landmark water tank just outside the main entrance to City Hall.

3. Consideration of Grant Award of Entitlement Funds to Non-Profits

Lisa Helton of WPCOG stated that in the FY 2017 Action Plan that CDBG funds in the amount of $21,980 would be used to provide assistance to non-profits that meet the goals and requirements of the CDBG program. Applications were received on September 11, 2017 and staff reviewed these applications based on specific requirements set forth by the CDBG program. Staff would like to recommend to the Council that the following non-profits be awarded entitlement funds:

1. Outreach Center – Request $8,500 / Recommendation $ 8,500
The Outreach Center requested CDBG funds to provide for the purchase of an 8 x 16 x 8 pre-manufactured cooler to replace the existing 35+ year old failing refrigerator. The total cost of the unit is $12,628 and the Outreach Center will pay for remaining cost of the unit. Staff recommends the Outreach Center be awarded a CDBG in the amount of $8,500.

2. Options – Request $5,500 / Recommendation $5,500
Options Battered Women’s Shelter has requested funding for floor repairs to the shelter, a new dishwasher, repair of a water leak in office closet. Funding will also be used to assist women with deposits as they transition out of the shelter. Staff would like to recommend that Options be awarded a CDBG in the amount of $5,500.

3. The House of Refuge Ministries – Request $9,000 / Recommendation $7,980
The House of Refuge Ministries Emergency Shelter for homeless men has requested CDBG funds for to assist in meeting the needs of the men that stay at the shelter nightly. The CDBG funds will be used to pay for needed supplies, and transportation for the shelter. Staff recommends awarding $7,980 to this program.

There were 6 eligible applications received this fiscal year. Three were not funded; BUMC, The Meeting Place and Salvation Army.

The City Manager stated there is a criteria which stated that non-profits cannot receive funding more than two years in a row.

Upon motion by Councilman Simmons, seconded by Councilman Cantrell, and carried unanimously, the Council awarded FY 2017 Entitlement Funds to non-profits as recommended.

4. 30-Day Notice / Boards and Commissions

a) Historic Preservation - Due to upcoming expiration of terms, vacancies will exist on the Historic Preservation Commission. Those with expiring terms are David Stephenson, Ken Volz, and Mark Barrier.

Both Mr. Stephenson and Mr. Volz have been long time members of this Commission. Mr. Barrier was recently appointed to fulfill an unexpired term. These positions will be filled at the next City Council meeting.

5. Appointment to Boards and Commissions

a) Cable Television Commission - Student representation on the Cable Television Commission is for one school year. As the new school year has begun, it is time to appoint a Student Representative. Harrison Seagle, a student at Patton High School, has expressed interest in being appointed to this commission.

Upon motion by Councilman Simmons, seconded by Councilman Cantrell, and carried unanimously, the Council appointed Harrison Seagle as the High School representative for a term to expire June 1, 2018.

The City Manager stated there was a vacancy on this board due to a death and asked the Council to consider this a 30-day notice.

XIII. Other Items from City Manager and City Council Not on Agenda – Consideration of a Memorandum of Agreement with the North Carolina Department of Transportation for Grant Administration.

The City Manager stated the City has received a Federal Highway Administration grant through the Appalachian Regional Commission in the amount of $1,374,714. The purpose of the loan is to construct a connector road between South Sterling Street and West Parker Road near Interstate 40 for the purpose of economic development. The City is required to enter into a Memorandum of Agreement with the North Carolina Department of Transportation (NCDOT) for grant administration. The agreement will allow all funds to flow through NCDOT for reimbursement to the city. The road is to be built following Federal and State guidelines which will be monitored by NCDOT. NCDOT will also perform field inspections throughout construction and provide the final inspection on the road. The city will be responsible for design, engineering and construction of the road and can contract for any or all of these through an approved bid process.

The NCDOT Board of Directors is scheduled to meet on October 4th and 5th and is expected to approve the Memorandum of Agreement during this meeting. The City staff requests that the Council grant authority to the Mayor and City Manager to enter into this agreement up approval by NCDOT in order to expedite surveying and other preliminary engineering on the site.

Upon motion by Councilman Cantrell, seconded by Councilman Fleming, and carried unanimously, the Council approved allowing the Mayor and City Manager to execute and issue those agreements on behalf of the City together with the additional authority to make such alterations, technical amendments and changes as may be necessary to implement the Memorandum of Agreement with the North Carolina Department of Transportation for administration of an ARC grant in the amount of $1,374,714.

XIV. Reports – Reports were distributed for information.

XV. Closed Session – Upon motion by Mayor Thompson, seconded by Councilman Simmons, and carried unanimously, the Council approved going into Closed Session as provided by General Statutes section 143-318.11(a)(4) to discuss an economic development project and General Statutes section 143-318.11(a)(1), to prevent disclosure of information that is privileged or confidential pursuant to law of the State.

XVI. Adjournment – After returning to open session the Mayor adjourned the meeting at 8:11 p.m.
