The Public Works Department provides sanitation and street services for the City of Morganton The department maintains the City cemeteries, public grounds, mini-parks, and beautification projects. Public Works also cleans and maintains City streets and provides vehicle services to other City departments.

Public Works also maintains landscaping for the Historic Burke County Courthouse.

Garbage Collection Schedule 

Brush Collection

The Public Works Department provides brush collection services for City residents.

To ensure City workers can safely collect brush and other yard debris, follow these guidelines:

  • Place brush behind the curb or ditch along the street. Do not block the street or sidewalk.
  • Limbs should be no longer than 10 feet and no larger than 3 inches in diameter.
  • Do not place brush beneath a power line, under trees or in a place that prevents the safe operation of City equipment.
  • Do not place any grass and small trimmings, leaves or any other items in the brush pile example: trash, flower pots, metal poles, railroad ties etc.
  • Excessive loads, stumps, logs or dirt will/may be collected at the direction of the Director of Public Works. Special handling fees and all of burke county landfill disposal fees will be charged to the resident for this service.
  • Brush created by tree trimming services, logging operations or other tree cutting operations provided by private contractors must be collected and disposed of by the contractor and not placed at curb side for pick up by the City.

Leaf and Grass Collection

  • Leaf collection starts in October and continues as needed through January. Public Works collects leaves every two weeks during leaf season at no charge to residents. However, after January residents must pay a $25.00 to have loose leaves collected. Residents should pile leaves as close to the road as possible without blocking the road or sidewalks. If you bag the leaves there is no charge. Just call Public Works @ 828-438-5248 and request for the bags to be picked up.  Bags are collected every Friday unless it is a holiday.
  • Loose grass and small trimmings will require a $25.00 charge (February through September) for out of vacuum service season. If you bag the grass and small trimmings there is no charge. Just call Public Works @ 828-438-5248 and request for the bags to be picked up.  Bags are collected every Friday unless it is a holiday.
  • Grass and small trimmings and leaves should be bagged for collection on Fridays, and bags should not exceed 35 pounds. Excessive weight bags will require a $25.00 charge

No Building Debris Allowed

Public Works will not pick up building materials, dirt, concrete, bricks or blocks, or refuse from building, remodeling, and repair operations or landscape work. All waste material of this nature must be removed by the contractor, or in the event of his failure, by the owner of the property; provided, that the owner may make application to the sanitation superintendent and the superintendent may, if practical, remove the rubbish at the expense of the owner. Construction and demolition debris is not residential waste and an additional disposal fee must be paid at the Burke County Landfill.

The City of Morganton Public Works Department provides weekly back yard residential garbage collection to City of Morganton residents. Only six percent of municipalities in North Carolina provide back yard collection.

  • The City does not provide garbage cans. (A residence can have up to 4 garbage cans.)
  • Workers will not pick up and empty flip top cans.
  • All garbage must be safely secured inside a garbage bag in order for it to be collected. Loose garbage inside a garbage can will not be collected.
  • Garbage cans should be metal or plastic, water tight, no larger than 35 gallons and weigh no more than 75 lbs when full.
  • Each bag shall not weigh more than 25 lbs and no sharp objects or jagged edges that can puncture the bag or injure sanitation worker.
  • Needles and syringes and home medications may be disposed of if properly packaged in a protective container such as a milk jug, solid plastic jug or similar container that will not puncture or tear.
  • Place all trash receptacles in a location that is convenient and readily accessible for collection. Sanitation workers shall not enter any residence or other building for the purpose of collecting garbage.
  • The customer shall be responsible for keeping the area clean and free from litter. Customer is responsible for all scattered garbage or other waste scattered because of dogs or any animals and may be required to secure the area around the garbage cans to prevent such conditions.  Failure to properly maintain the area shall be a nuisance in violation of section 8-4002 of this code.
  • The City will provide rough trash pick-up (larger items or appliances) for a fee.
  • Burke County provides convenience sites for large items; the county landfill is located on Huffman Bridge Road. 
  • Customers shall replace old worn out trashcans that do not meet requirements.

Bulk Waste

Public Works will pick up bulk waste, appliances and other items on a user fee basis. The base fee is $25.00 per collection. Call 828-438-5248 to schedule a rough trash pickup.

Burke County charges for the disposal of bulk items in the County landfill. The County also bans the disposal of white goods (appliances) and cardboard. Burke County accepts white goods for recycling. These fees and bans are to encourage recycling and discourage disposal. This is one of the reasons the City of Morganton charges a $25.00 fee for collection of these items.

Please contact the Department of Public Safety at 828-437-1211 if you see anyone illegally dumping trash.

The City's solid waste fee is $12.00 per month per household. For that fee, residents receive weekly back yard garbage collection, and bagged curbside yard waste services.
